Responsibilities:
Provide advice to National Coordinator/ Programme Director on budgetary and financial matters;
Ensure the implementation of the agreed financial systems and procedures, including documenting all financial transactions and maintaining all financial documents: contracts, regulations, financial correspondence, bank bookkeeping documents and supporting documents for fund expenditures in chronological order and in a secure manner;
Work with the National Coordinator/ Programme Director and the other programme managers/ officers to arrange a schedule for coordination visits to partner organisations;
Work with the National Coordinator/ Programme Director and the other programme managers/ officers to prepare a schedule for field supervision visits by the PR to the SR and other implementing partners, where applicable, to monitor programme progress, coverage and quality of data and other issues;
Provide feedback and recommendations for the SSRs and other implementing partners and follow up their implementation;
Prepare financial reports at the SR level and consolidate with the reports from any implementing partners;
Verify the accuracy and integrity of the financial reports at the SR level, including clarifying that all expenditures from various fund sources have been executed transparently and accountably in accordance with the prevailing regulations and in line with the program objectives;
Consolidate fund requests from the SR and submit them to the PR based on the stipulated procedures;
Ensure the availability of funds at the SR level;
Conduct variance analysis and communicate the results;
Ensure full cooperation with the annual external audit of the SR and any internal audit of the SR by the PR.

Requirements:
Candidate(s) must have a relevant Diploma/ Bachelor’s Degree and accountancy qualifications.
Previous experience managing and reporting on the programme finances in the NGO environment would be advantageous.
A minimum of 2 years of progressively responsible management experience of which at least 1 year preferably in the HIV/AIDS or related health field.
Self-starter with the ability to work effectively in a team as well as independently.
Excellent written and verbal communication skills.
Malaysian citizens or hold relevant residence status
